Response to Amending the ECO4 order 2026 consultation

Overspending under ECO4 is largely driven by inefficient pricing and operational practices, not genuine delivery costs. Efficient suppliers delivered more for less, while others used poor pricing models and made little effort to reduce search costs. 

Given these inefficiencies—and ongoing issues with poor‑quality installations—the government should not amend the ECO4 Order or provide further subsidies, and any additional funding must not come from the already reduced Warm Homes Plan budget, which is vital for supporting fuel‑poor households.
